Hm it all comes down to what you want to do... Montevideo is pretty much the standard city, pretty cool though...

colonia on the other hand is much smaller, it does have a castle-like door, only thing left from Brazilian occupation...

Now if it's for the summer I'd say go to one of the many beaches in rocha, like La Paloma and Punta del Diablo, etc...
